How hot is too hot to walk a dog?
Almost every guide to this answers with the same sentence: pavement hits 125°F when the air is 77°F, and burns a paw in sixty seconds. The number is repeated everywhere and sourced almost nowhere. The measured data is more specific than that, and in the part that matters it is considerably less forgiving.
What asphalt actually reaches
A 2019 paper in Burns & Trauma went out with a thermometer in August 2018 and recorded surface temperatures directly rather than inferring them from air temperature. At noon, asphalt averaged 138.5°F (59.5°C), with individual readings up to 152°F. Concrete pavement averaged 129°F. By 6pm asphalt had fallen to 124.5°F (52.0°C) — still above the point where contact time starts to matter.
That evening figure is the one most owners get wrong. Waiting for the sun to drop takes the edge off asphalt; it does not make it safe by itself.
The threshold is a time, not a temperature
Skin damage is a function of how hot the surface is and how long the contact lasts. The classic Moritz and Henriques work established the curve, and it collapses far faster than most people expect:

Between 122°F and 140°F the tolerable exposure falls from fifteen minutes to five seconds. That is an eighteen-degree difference doing almost all of the work — and midday asphalt sits at the wrong end of it. The popular "sixty seconds at 125°F" lands in the gap between two rows of this table and describes neither of them.
The gauge above uses that curve directly: below 111°F it reads safe, because that is the lowest surface temperature documented to injure skin at all. 111–122°F is the band where injury needs sustained contact. 122°F and above is where the tolerable exposure has dropped to minutes and is still falling.
What the seven-second hand test is good for
It is a field heuristic, and a genuinely useful one: it needs no equipment and it fails safe. But it has two limits worth knowing. Your palm is not a paw pad, and it is pressed against the surface deliberately rather than carrying weight across it. And it tests the square metre you are standing on, not the exposed stretch of blacktop two hundred metres ahead that has been in full sun since noon. Test where the walk is going, not where it starts.
What to do when the reading comes back hot
Shift the walk to grass or shaded dirt, move it to early morning rather than evening, or put the dog in boots that actually stay on. If the reading is in the danger band, the honest answer is that the walk is not worth it — the air-temperature thresholds and heat-management guide cover the alternatives.
